Brazil will not privatize airports

Nelson Jobim, Minister of Defense has stated that Brazil’s Airport Infrastructure agency, Infraero, is not going to be privatized. He said the government will adopt a system of concessions for the management of the country’s airports based on a study conducted by ANAC, the Civil Aviation Agency.

Interjet believes a merger with Volaris is a natural

Jose Luis Garza, CEO of Mexico’s LCC, Interjet, told the media that a merger with the other successful Mexican LCC, Volaris was a natural. He said there have been conversations but so far nothing has been decided. So far we have not heard from Enrique Beltranena, CEO of Volaris.

First A320 assembled in China performs maiden flight

The first A320 aircraft assembled outside Europe in the Airbus Final Assembly Line China (FALC) successfully completed its first flight today. The aircraft took off from Tianjin International Airport at 10:42 am and landed at 14:56. The four hour and fourteen minute test flight was jointly captained by Harry Nelson, Vice President Production Flight Tests and by Experimental Test Pilot Philippe Pellerin. The other crew members were Senior Vice President Flight & Integration Tests Fernando Alonso and Zidan Ren, the first Chinese Flight Test Engineer trained by Airbus as well as Cabin Engineer Eric Garcia

“The flight was a complete success thanks to excellent teamwork,” said Fernando Alonso, Senior Vice President Flight & Integration Tests, Airbus. “I was delighted to participate in this historic flight. This A320 assembled in China unquestionably demonstrated the same quality and performance as those assembled and delivered in Hamburg or Toulouse.”

“I would like to congratulate and sincerely thank all those in China and in Europe who, through their dedication and hard work, have made the first Airbus Final Assembly Line outside of Europe a reality,” says Laurence Barron, President of Airbus China. “Our commitment is to provide the very best aircraft and services to our customers and operators in China, while applying the same rules, procedures and quality standards as for any other Airbus aircraft produced in Europe. This first aircraft will be delivered to Dragon Aviation Leasing in June from the Airbus Delivery Centre in Tianjin and will be operated by Sichuan Airlines. Chinese customers have ordered more than 700 aircraft from Airbus, the majority of which are from the A320 Family. Eleven A319/A320 aircraft are scheduled for delivery in Tianjin in 2009 and the FALC production rate will be ramped up to four aircraft per month by the end of 2011.

The A320 FALC is a joint-venture between Airbus and a Chinese consortium comprising Tianjin Free Trade Zone (TJFTZ) and China Aviation Industry Corporation (AVIC). Airbus China holds 51 per cent of the shares, while the Chinese Consortium holds 49 per cent. The FALC in Tianjin is based on the latest state-of-the-art Airbus single-aisle Final Assembly Line in Hamburg, Germany. FALC started work in August 2008.

DCMA Approves Bell Helicopter’s EVMS Certification

FORT WORTH, TEXAS (May 13, 2009) – Bell Helicopter, a Textron Inc. (NYSE: TXT) company, today announced that its Earned Value Management System has been approved by the Defense Contract Management Agency.

“Approval of our certification is the culmination of three years of hard work by Bell employees and our investment into EVMS improvements,” said Dick Millman, president and CEO of Bell.  “Today Bell’s system is more than just compliant with DCMA requirements.  It’s a definite strength for Bell.”

“Our success in EVMS parallels the successes Bell has achieved in streamlining its processes and organization and delivering aircraft on time and at high levels of quality,” Millman said. “Through broad team efforts and collaboration with employees at every level of the company, we are steadily building the foundation for Bell’s future.”

The approval came after Bell successfully passed a validation review conducted by DCMA March 30 through April 3.  Bell earned certification by successfully passing all 32 of the EVMS guidelines.

“The company has achieved significant EVMS improvements across the board,” said Don Brosious, Bell’s vice president of cost management integration.  “We’ve integrated a large set of new software tools, implemented a wide variety of process improvements and also placed a high emphasis on training our program personnel.”

“I’m very proud of our team’s accomplishments,” said Brosious, “but approval of our certification is just the first step on a path of continuous EVMS improvements that are taking place at Bell.”  According to Brosious, plans are already under way for the introduction of an advanced EVMS training curriculum, along with a variety of improvements to Bell’s EVMS software tools.

“DCMA has provided valuable assistance to us as we’ve pursued our EVMS improvements,” said Brosious, “and we’re committed to maintaining our strong partnership with DCMA as we continue to improve our EVMS program and work to establish new industry best practices.”

The Alenia Aermacchi M-346 “MASTER” makes its first three aircraft formation flight.

The 60-minute flight was made by the two prototypes and LRIP00, representative of the series production configuration, while the M-311 aircraft acted as camera ship.
Alenia Aermacchi is proceeding with the last M-346 development activities and is fitting out the new hangar dedicated to the automated build-up and structural assembly lines for series production at a rate of 18-24 aircraft annually, which can be increased in case of specific needs.
Thanks to the extremely advanced and automated industrialization process, Alenia Aermacchi will be able to address effectively the market demand for trainers aimed at pilots of 4th and 5th generation combat aircraft. Presently the M-346 “MASTER” has been chosen for a total of more than 60 aircraft and there are going to be other commercial opportunities through the participation to important international bids.

This six cabin seat-configured aircraft will be used for passenger transport purposes operating from its base at Rome’s Urbe Airport. AgustaWestland Launches Helicopter Tactics Training Programme

AgustaWestland, a Finmeccanica company, announced today at the ITEC 2009 exhibition the launch of a Helicopter Tactics Training Programme for military helicopter crews to help them prepare for deployed multi-national operations, especially in conflict zones where risks can be significantly reduced by pre-deployment tactics training.

The AgustaWestland Helicopter Tactics Training Programme is designed to train crews in how to best deal with threats present in current operational theatres and conflict zones, and improving the ability of crews to achieve their missions while reducing risk to aircraft and personnel. La República Checa adquiere cuatro aviones de transporte militar C-295 de Airbus Military

El Ministerio de Defensa de la República Checa ha firmado un acuerdo por el que adquiere 4 aviones de transporte militar C-295 de Airbus Military, incluyendo también soporte logístico. Estos aviones reemplazarán la antigua flota de Antonov An-26.
El primer avión se entregará a finales de 2009 y el último antes de que acabe 2010. Con estos cuatro aviones la cartera de pedidos del C-295 asciende a 72 unidades. Países como Polonia, Finlandia, Portugal, Brasil, Chile, Jordania, o España, entre otros, lo tienen en sus inventarios.
El C-295 es un avión multimisión que se emplea en misiones humanitarias, en operaciones de despliegue de fuerzas de intervención rápida, en vigilancia marítima, así como en la seguridad del territorio, en todo el mundo. Los más de 250 CN-235/C-295 actualmente en servicio han demostrado sus cualidades y autonomía de operación en las condiciones más duras, sobre los desiertos de Oriente Medio o las regiones polares más inhóspitas, en operaciones de ayuda humanitaria, de evacuación de zonas catastróficas, o militares como las de Bosnia o Afganistán dentro del marco de operaciones de la OTAN. Estos dos modelos suman más de un millón de vuelos.
El C-295 es el último desarrollo de la familia de aviones de transporte militar táctico de peso medio desarrollado por Airbus Military. Czech Rep. orders four C-295 from Airbus Military

The Ministry of Defence of the Czech Republic has signed an agreement for the acquisition of four C-295 military transport aircraft from Airbus Military. The agreement extends to logistical support. These aircraft will replace the former fleet of Antonov An-26 aircraft.
The first aircraft will be delivered at the end of 2009 and the last before the end of 2010. With these four aircraft, the order book for C-295 aircraft totals 72 units. This model is owned by nations such as Poland, Finland, Portugal, Brazil, Chile, Jordan and Spain, among others.
The C-295 is a multipurpose aircraft used in humanitarian missions, deployment of rapid reaction forces, maritime surveillance and homeland security worldwide. More than 250 CN-235/C-295 currently in service have proved their quality and operating range in the hardest conditions, over the deserts in the Middle East or the more inhospitable polar regions, in humanitarian aid missions, or to evacuate catastrophic areas or military areas such as Bosnia or Afghanistan, within the OTAN operational framework. These two models add up more than one million flights.
The C-295 is the latest development of Airbus Military medium weight tactical transport aircraft family. Versatile, robust and with the lowest life cycle cost (LCC) of any aircraft in its category, the twin turboprop (2 x Pratt & Whitney PW127G, 2,645 shp) C-295 is capable of carrying out a wide range of missions with maximum efficacy. The C-295 can carry 71 troops or 49 paratroops + one jumpmaster. Loading options include five MIL STD 88”x108” 463L pallets or up to ten 88”x54” pallets. The max cruise speed is 260 kts (480 km/h). Max TOW is 51,150 lb (23.2 ton). Basic dimensions (approx.) are 85 ft (26 m) wingspan, 80 ft (24.5 m) length, and 28 ft (8.7 m) height.

Emirates-CAE Flight Training signs four contracts for pilot and technical training

Petroff Air has signed a three-year contract for both pilot and technical training for its Hawker 800XP. Petroff Air is a Moscow-based private aircraft operator and management company.

Easy Fly

Easy Fly has signed a three-year pilot training contract for its Hawker 800XP pilots. Easy Fly provides VIP charter services to customers seeking access to destinations in the Middle East, Europe, Asia and Africa as well as the Saudi Kingdom and Gulf States.

Executive Air Services

Executive Air Services (EAS) has also signed a three-year pilot training contract for its Hawker 800XP pilots.
